Baha, of course I've seen Elfen Lied. I didn't think it was dramatic. Mainly the way I saw it was girls tearing limbs and heads off all the time while being in their birthday suites half the time. WTF?

I recently finished Higurashi Ni and Higurashi Kai, I've been putting it off for a while now actually. No offense to any Higurashi fans but it really got boring quick.
The way Higurashi works is that it restarts itself from a different perspective every 5 or so episodes so the viewer can solve the mystery of who the killer is and what happened and things like that. While this does sound exciting and promising, it just made the series dull.
The first chapter -each group of episodes are called chapters- was very entertaining because it was mysterious and suspenseful. Afterwards, nothing came as much of a surprise anymore. They reused a lot of scene ideas and reintroduced characters many times, I understand its so that they can set up the story of the next chapter but how necessary was it honestly to recreate the events of the cotton drifting festival like 5 times?
Of course, there were some other scenes that were entertaining as well like Takano's childhood and Rika's stepmother, but I had to really struggle to finish this anime series.
Overall, I think the first chapter is when this series shines but then just gets less impressive with the other chapters. I couldn't even finish Higurashi Rei.

Thanks for the info about kai and rei Latios. I was really looking forward to it being like a further story development from koro ni but I don't think I'll finish watching it if that is indeed the case^

**EDIT**
HOW COULD I FORGET TO LIST BLACK LAGOON!? Such a gr8888 anime :D

Well to be fair, the series does develop its story quite a bit compared to Ni -Kai doesn't reuse as much scene ideas as Ni- All I'am really saying is that, in my honest opinion, the story doesn't get as interesting as it does in the beginning of Ni. If you aren't bored of Higurashi at the moment, then I think you should continue it. I was bored right after the first chapter practically. However, if you liked Ni than you should watch Kai too then because if you didn't get bored of Ni, you won't be bored of Kai.

Ok, i will grant that higurashi does get a little slow at times, specifically early on in kai,but i could never call it boring. Reason is its always new stuff even when its retelling the events of the cotton drifting, because the details will be slightly different, the characters will change in their nature and you'll get fed alot of misinformation and its up to you as the viewer to work it out.
Im not usually one for long series, its rare for me to watch anthing bigger than 24 episodes, but i marathoned all 55 of higurashi without getting bored at all.
This said though, my perspective is probally different because i love this anime so much i have all the other media (manga and the novels) as well. The novels really get to the meat of it and tell you alot more.
And then you read through the novels for umineko and find out whats really going on, and flip the whole thing on its head again :P
