Well, it's not like it isn't. Anime is simply animated works.
As I view it, thee are two kinds of animated works. Anime, the ones that are story driven, have full length plots, spanning anywhere from 12, to 200+ episodes, and cartoons, things produced in the vein of the Simpsons, Family guy, and the like. No real plot, essentially a massive group of comedic short stories.
Doesn't matter which country produces them in my mind, if they follow the vein of things like The SImpsons in terms of production, they're cartoons, if they follow the full on story driven style, they're anime.
In the end, Anime is simply the Japanese term for Animated works. If you were in Japan, Spongebob would be called an anime, same as Avatar, or Ben 10, or any other animated work.
