After reading 20 Index volumes I think I can safely say anything written by Kamachi is guaranteed to suck. He's a concept guy that doesn't have the skill (or time?) to write a decent novel.

That's still your subjective opinion though, since everyone will hold the quality of a work to a differing standard, not to mention that with only one series read your standard of evidence is, to my mind, insufficient to make a sweeping statement. I'll give you Index certainly since I wasn't sold on it myself (I dunno if I should be blaming Kamach i or the translation for this, but that series is a mouthful).

Perhaps it's that his skill-set translates better into manga than to novel writing, since the Railgun manga manages to be compelling at the standard I would ask of a reasonably competent author.

I remember in the epilogue of one volume he said he wrote the entire thing in 2 weeks. That's the definition of a hack writer: prioritizing quantity over quality.

I haven't read the Railgun manga in years but I remember it being decent. The only problem is that it took place well behind the current point in the story so that we know nothing substantial is going to happen. That killed whatever tension there was in the story for me.
