February is the best chance to see it frozen over. We had a deep freeze between Christmas and New Years last year which is when I took those photos but this year we had that polar vortex a few weeks ago that froze everything around the falls :)

Feb also has an added benefit of being 'out of season' so you can no doubt get flights into Toronto for 350/400ish.
