Grimy herbs serve no purpose in the game other than a click-intensive timesink - they're essentially just busywork. This is because they are a relic of the old Herblore framework, which was abolished thanks to widespread scamming.

Grimy herbs were originally Unidentified Herbs, called Unids for short. Without the proper herblore level, a player could not identify the herb and selling them was much more difficult. Because of the huge price difference between herbs like Guam and Kwuarm, a common scam was to dump cheap herbs on people who were buying Unids. As a result, anyone buying Unids had to fill their inventory with every Unid except cheap herbs and then a bunch of junk. Anyone attempting to sell unwanted Unids would have their trade rejected as a result.

Jagex made the switch from Unids to Grimy herbs to eliminate that scam, but as a result all that was left from the mechanic was useless busywork. As a result, Runescape wastes the 99 Herblore cape perk and a Master Farming Outfit perk on reducing the impact of an aspect of the game that serves no real purpose.

I support. Simplifying this will certainly be an improvement.

The XP gain from cleaning could be added to the creation of unfinished potions. The cape perk could be that all herbs + vials in your inventory have a chance to become unfinished potions instantly - similar to crafting cape and gem cutting.

I like that idea, though I would prefer the Herblore cape and Master Farmers outfit just turn clean herbs into (unf) potions the same way they currently turn grimy herbs into clean ones.

The herblore cape should get a different benefit instead, albeit I could imagine 'make all herbs to unfinished potions' to work - albeit it's incredibly detrimental to the current one, since you won't just lose out on a few xp, but also the chance for additional potion procs. A Coles suggestion is better thought for that matter, albeit it should be taken into regard, that the crafting cape also is both incompatible to chisels, brooches and portables, which should be taken into consideration if it was replicated in that aspect.

Likewise 'harvesting potions' also is incredibly detrimental, since leprechauns can't note them - and there are scenarios in which you would want the herb, rather than the potion. I would just remove it without replacement, like the 10 times auto pickpocket perk from the thieving outfit hasn't received a replacement, when infinite auto pickpocketing became baseline.

At last there is the factory outfit granting you xp for making unfinished potions - since the herb cleaning xp obviously should be included in the baseline, it instead could double the xp for making an unfinished potion (i.e guam would give 7 xp then (1 for the potion + 2.5 for the herb included in that xp, times 2 for the outfit)

unids were like laws, 1k each in bsales

i care less about whether or not herbs are grimy and have to be cleaned. what matters most to me is that kwuarms and dwarf weed used to be 10k each and now they are essentially 1368gp each. i think its because of croecus, (new bosses are never a bad thing) and the impact of stacks of herbs i was saving in my bank dropping in value dramatically are offset by my high farming level; the stability of fellstalk and bloodweed prices remain out of reach of kwuarms and it is easy enough to plant and harvest lots of very high level herbs anyway.
