As a guthixian (or I suppose I'm a Godless now) I find this thread quite interesting. I'm not sure whenether there should be a guthixian army in the GWD but you seem to be very interested in this and you also made a few good points there.
The guthixian army contained every single combatant related to Guthix and the way of balance. Even the ones that weren't guthixians were a part of army. I want that guthixians of III-rd age would get recognition for their work, this would be a nice start.
From the speculation view of the lore, Meekadox might be the player himself. Guthix saw what the player did and we don't really know the whole truth about the player. All we know that the player was already chosen by Guthix for a very long time. Very long time. Maybe since the third age and the god wars itself! I tend to believe that the player is one of the powerful figures in the lore that took part in the Gielinor's history way before we "started our accounts" and I think the player is Meekadox himself. The knowledge of all skills, the advanced combat knowledge and leadership. This is what Meekadox was. Too much similarities with... The player himself. The strongest and mightiest yet smartest guthixian ever lived. The world guardian! And from what I know Dahmaroc and Meekadox were one of the most skilled and inteligent mages. That could be the relationship between the player and the completionist cape. But it's all speculations and only truth is known by Guthix and I tend to believe that he's not "fully" dead.

the only issue I've got so far is with your rewards. They don't seem..overly interesting nor overly profitable. (obviously will be for the first couple of weeks possibly).
However I think you should remember Guthix was for balance, so you'd need to balance the armours, where this whole "hybrid" gear honestly is a good idea, but I think the armour should have two set effects.
Set effect (with any shield): 5% damage reduction and 5% damage increase (upto 10% against other gwd followers)
2nd set effect (with dual weaps): 200-300 life point boost, and 10 prayer points.
These are just examples of what could happen, seeing as guthix is about balance, I thought i'd give an effect for a shield and dual weaps.
Not sure how well thought out my ideas are, but they're just an example of what could be done.
I like the idea, but the armour needs something unique about it so that it will hold its value. There is already four sets of lvl 75 hybrid armour available at the GWD, and you don't even need to kill bosses to get them. Perhaps it could have a set effect similar to the equilibrium aura, lowering your maximum hit to raise your minimum. It kind of fits the balance theme and it makes the set useful for those easy slayer assignments.
Good concept development. However, the Assention dungeon is, in essence, the Guthix GWD. It fills that purpose Lore-wise. Also, in Runefest 2015, the new GWD ideas were all based on the concept that they are being established, not unearthed.

How would the dungeon be called? You have Armadyl's Eyrie, Bandos's Stronghold, Saradomin's Encampment, Zamorak's Fortress and the Ancient prison. One fanon fansite of runescape suggested a name like: "Cave of Life" other names could be Cave of Balance or anything else. The same fanon fansite suggested the boss to be Janai Protex (Google it). A cobra (though there already is a guthixian snake). Your boss, how would it look? Would it be a humanoid unit (human shaped with arms and leggs) or a beast (big, monsterous)? Where is it? Maybe beneath the waterfall? You have to make an Canoe to get there?
Also god war bosses are featured in quests (tww, mpd), maybe an idea to add it in a quest and make the boss godless?
I thought the dungeon could be called Guthix's Grove/Isle, Guthix's Garrison/Siege or something like that. I had a small list of possible names but I deleted it, although all of them were nature-related or were copied from other fanon fansites such as RS Fanfiction Wiki, to which you are probably referring to.
I know of Janai Protex, she was one of the bosses I based my early concepts of Guthix Boss on, along with Balancer Recnalab, Ketunix the Great and Khee'Zakk. I intentionally left the boss up in the air, but like Any-Sao already mentioned, we came to a conclusion that the best option would be to have a boss that summons strong bodyguards that you have to take down before you can damage the boss.
While Guthix God Wars Dungeon area would be a suitable reward for completion of a quest, to be honest, I'd be annoyed if there was a quest required to access Guthix Camp. All the other god camps don't require a quest, even the Ancient Prison which out of all five camps would've made sense as a quest reward, so I think Guthix's Camp should have no quest requirement.
