I do like how you mentioned how for centuries food had been thought to increase strength, stamina, mental health and how it was thought to prevent disease etc., But instead of butchering carcasses a blue dragon could have a change to drop a fang, claw, or wing that could be ground(non-herblore) to make a special sauces for your fish or meat. Those sauces or marinades would give you a small boost to pre-distinguished skills(based on ingredients and combos, like the herblore skill but cooking) like woodcutting or "energizing steaks(marinated alligator steaks-ground dragonwing+tomatoe paste)" or something invovling a swordfish and the attack skill. The boosts would only be a fraction of what a potion could do, but potions don't usually heal you unless you've got some really expensive ones, like the sara pot.

I like the idea that you are posing. Another idea to add to this would be a bonus (I don't know what) to using the weapons in the "Recipe for Disaster" quest. I say that because all of the weapons are cooking utensils, after all ;D

I didn't like the idea too much at first, but with EOC coming and the new hp caps I think this could be beneficial, and there are quite a few other skills to be tied into with this.
I'm interested, but I only semi support.

I like the idea, but, i doubt anyone would ever use this skill unless it had lots of ties to quests.
Not supporting, expanding the cooking skill and the range of food available would be a lot better. Good concept though!

If added in the manner I have suggested whenever you kill a creature it would drop a carcass that could them be butchered into various meats that could be cooked or sold to cooks. If you don't have the butchering level to process the carcass it could be sold to folks wanting to advance their butchering level, or simply sold for profit. In this way the skill would support any skill or activity where you kill something (other than another player, hopefully) and could add to your construction skill through building a butchers room and required blocks and benches as well as to the smithing skill for different types of butchering tools (different metal cleavers, knives, and saws each requiring different levels to use).

I would also hope that a players proficiency and productivity increases with each level. For example, if the skill requires level 40 to butcher a green dragon carcass then a level 40 might get just 2 steaks from it while a level 85 butcher might get 6 steaks from the same carcass, or even the choice between steaks or a greater healing filet.
With what I've mentioned and the fact that most players spend a great deal of time killing various creatures it would likely be one of the most used skills in the game, not least.
Of course this could just be added to cooking but as I've stated numerous times, I would like to see more skills in the game, not less.

I see this being tied into cooking. I know butchers are not cooks and cooks aren't butchers, but they both fall down into the food industry. I don't really see this becoming an entire skill with all your current ideas for it, but I still think its a good idea that should be tied to cooking.
