I could not find any Details of where the City of Um will be located.
My suggestion:
Replace the Prayer Nexus in Lumbridge, The Crawling hands and Swamp seem Ideal to the mood surrounding a Necromancy Location.
Maybe at the launch of the new Skill a event that happens Like i.e. The battle of Lumbridge or Het's Oasis can transpire.
This way it creates a dedicated start to the story of why it happens, Maybe the necromancer always lived there deep in the pit of the nexus ?
Imagine the necromancer suddenly letting crawl thousands of undead out of the nexus,
Or we may have to find a way to satisfy something lurking in that what basically already looks like a mass grave of undead ?
Once we reach a certain point as community it collapses and reveals the entrance to the City of Um,
Maybe some cosmetics could be earned for dedicating on the event by means of a currency gained.
My reasoning for suggesting this is that the Prayer Nexus in the Lumby Swam is completely obsolete, This is also a great way for having an opening on the current map for FTP.
Side note: I can see Reasons enough why this either would not work for Jagex or The community,
But i am hopeful my suggestion does make sense based on what i describe and may spark some creative interests.
