I understand completely where you're coming from.
However, I've approached it in this manner for two reasons:
Firstly, it opens up more content to skillers.
Secondly, after I capped Archaeology, I felt that there was a missed opportunity for it to have been two skills - one for excavation, and one for restoration and collections. There was plenty of content in both parts for this to have been feasible, and it would have extended the longevity of the play time. Having Skillomancy as a separate skill would help extend the longevity, and also maintain plenty of content for two skills. If they became one skill, perhaps some things would be left out to prevent the skill from becoming "too big".
I have no doubts that they'll have something big planned for the 30th skill. The ideas I've put forward were merely to compliment the skill incoming, and I do feel that maybe this is too late to be putting the ideas forward. However, we knew nothing of Necromancy mechanics until recently anyway.
I like your idea of making use of summonee's becoming minions. I'll add it do the additional ideas post.
