Not sure if you mentioned it because I got the gist of your post quickly but The Wise old man in Draynor gets rid of quest junk from your bank. I like the idea though, it's good. You have my support good Sir.

Great idea! I support 100% and for the quest items and whatnot I think jagex could even make an npc, such as the tool leprachaun for farming that holds the useful quest items that you need for future quests, gets rid of bank space but also is there if you need it.

Snow-Chan, At the writing of this suggestion the Wise Old Man just looked at F2p/non-member quest items. He has since been updated to include many member quest items.

sound very helpfull to me, i got the same problem(bank full with items that i don't know if i need to keep em or just destroy/drop em).
