I hate to point out flaws in every post, but that is why I am here.
1) People who are fletching or alching would pay 50m+ on their 99s just for flat rates.
2) The Wise Old Man already tells you what items in your bank that you may not need. But it is only for nonmembers. Kind of support.
3) Hackers would ask for the top 10 most expensive items, take them all, and drop them or trade them to their own inventories/banks

I do support though Jagex has made a conflict that most bank-related suggestions are impossible.
I do hate constantly cleaning up my bank, but even Jagex can't know if an old quest item will suddenly be in need for a future quest..
