Maybe a quest to open this ability though? Such as: The Mysteries of The Varrock Bank (just a random name but ya know the part of the bank... underground... with nice jewelry in it? Yup that could be played into a quest.)

Very well thought out man You are very good with you ideas perhaps you will become a game designer of your own someday very good oh support btw. oh and i support everything except the 10% taking of the money cause if he did that it would not be fair I give him 20mil worth of stuff so he takes 2 mil leaving me with 18mil? nah not worth it should be mroe the case of he will sell each item noted to unnoted for a price 500 to 1k each.

As far as the 10% fee for the employment of the GE Runner, this idea was to be in conjunction with the other functions of the Bank Adviser with the goal of helping you clear stuff from your bank.
Your comment "I give him 20mil worth of stuff so he takes 2 mil leaving me with 18mil?" is the exact reason I want the 10% fee. It wasn't intended to replace the need to make the trip to the GE for most transactions.
For those following this thread, please pardon me quoting myself again.
This is from a reply on page 6 that explains things well, I think.
"I often find myself in some remote location that took some time to get to. While there I'm collecting different things and unfortunately find that my bank is again full. So I'm left with a choice of either just dropping some stuff or taking the long trip to the G.E. and back. Being that the time it will take to sell some junk is hardly worth the trip I just start dropping things to clear space. We've all been there too many times.
The times I would really like to employ a runner is for the lower priced items that I really don't care much about the few gps I'll get but feel somehow shorted by having to just drop them.
I feel strongly that the runner shouldn't be a free service and feel a 10% fee should be charged for the service. With this in mind it's unlikely I would use the service for a days work monkfishing [ or 20 million worth of stuff ] but absolutely would to sell the 143 willow logs, 118 acorns, 31 empty pots, and 238 feathers I just found in my bank."
Does this make sense?

I completely agree with you there, I hate having to leave whatever I'm doing to sell items that I might not necessarily use myself (but which have a decent-ish value).
Usually if I have items with a value of under 10K and I'm nowhere near the Grand Exchange, I simply drop them.
I also think that a 10% fee for the butler/runner would be perfectly reasonable.
On another note, personally I feel that the Grand Exchange system should be linked in with the banking system rather than having it taking up a large area of space within Varrock that could be used for something else, however I doubt that Jagex would ever go for this idea considering that they already put in the time and effort of creating the Grand Exchange.
Anyway, great idea. ^_^
