This is a great idea - the sort of update we really need, benefits everyone without unbalancing the game. IOW a big "Yes Please", not to sure about the GE runner aspect but the basic idea, yes, yes, yes!

I really like this idea. It would come in major handy when it comes to not knowing what to get rid of at a time of scarce bank space. The only thing I don't support is it costing players. The Wise Old Man can do something like this for Free World items but thats incrediably limited.
