If I'm being honest the only reason they probably haven't done this yet, is one that there are so many herbs, and also that you can't see other people's herbs, it's only your own herbs you see. So they don't know how much enjoyment people are going to get of seeing the same herb only anyways. But I believe if people saw their herbs, even that would be enough to make them sprinkle other kinds of herbs they also need in with their usual preference just for an occasional change since there would be one available. So there's irony in that the only farming plant you may actually do this with, is the only one you can't; because the experience is so greatly different for every other type of plant. You don't farm herbs for exp or you're doing something wrong, because they are not good for exp; only for gp or for the potion they are used for, and for that reason you may farm some that are nice to look at if it also meets a need.
It is a skill that should be about appearance so it just makes sense to me to do it.
A new design to a skill can be as well received as a new skill itself if done right.
The mining/smithing rework proves that, but even just a coat of paint over a skill can be a nice change too and possibly equally refreshing or close to it; especially when dealing with a skill that should be about appearance.
