So when something is waiting at the GE, it says "You have items from the Grand Exchange waiting in your collection box."

How about it lists what is waiting and in how many quantities?

It already lists updates (with numbers) for offers while you're away.

The message "You have ..." is only shown when nothing changed since your last session, meaning you missed the update message during that previous session. It only reminds you that there's still stuff there. Kings Eastwood in
