I'm always hearing OSRS players complaining about some of the reasons they hate RS3, and other players who complain about how PVP is dead content in RS3 or is no longer relevant to the game. I believe Jagex needs to turn PVP into a skill to revive the PVP culture in RS3 again. It may even incentivize players in OSRS to maybe return as they see the rebirth of PVP.
Benefits would include, an incentive to do PVP, the return of PVP players to RS3, special armor unlocks, special wilderness benefits, and a massive flex to other players. The incentive to make PVP more competitive and instigate PVP competitions, and would hopefully turn PVP into more of an organized thing. Benefits for OSRS players in OSRS for actively playing RS3.
The coolest-looking skill cape in the game with bones blood and death all over the cape making you look like one of the deadliest players in the game. Access to obtain the hardest skill cape in the game.
A gift of bonds for players who hit lv 120 & the ability to show off how many players you slaughtered in the wilderness, and how much loot you acquired. Wilderness Reverent pet & outfit cosmetic unlocks, and other cosmetics, new nameplate titles to show off how good you are in PVP.

So, essentially, your answer to revitalising PvP (which was never
that
popular to start with) is to force it on players who aren't interested in it. And I use the word "forced" because anyone with a max/comp cape will feel compelled to do it.

But won't cheat because you can't kill the same player over and over. They can write an algorithm to prevent that simply. Where there's a will there's a way. Cheating can be prevented, just need to identify if it's a real fight or not and not putting up a fight would give zero XP.
Not if the app identifies the alt characters. You wouldn't even be able to access the new skill without a jagex account. Plus you wouldn't be able to kill the same person over and over and over because the game would have an algorithm to identify that. Plus if they don't put up a good fight the game will also identify that and give out zero XP.. game would also identify level differences so you wouldn't be able to just go kill weak players you could only fight players at your skill set.
Cheating is easily preventable and there's many ways to identify when somebody is cheating or performing actions that would be a sign of cheating. I'm sure jagex could easily work out a means to prevent it. As for people saying it's not popular that's an absolute LIE there's a lot of people who love PVP.

Well regardless everybody who has a max and completion cap is going to have to get it again because there's a new combat skill coming out anyways. So that debate is already done with because y'all are going to have to do it again when the new necromancy skill comes out.
