As soon as you've opted in one way or another you're not automatically opted-out again - making you susceptible to getting griefed. They would need to get rid of that system once and for all before that becomes an option - and for that you can thank a certain part of the community, which abused exploits left and right to cause damage to others.

It has happened plenty of times since PvP became optional.
I won't go into details, but there are ways of opting into PvP without necessarily turning it on at Vala.
It's also possible that one may have forgotten that PvP is enabled and enter the Wilderness expecting it to be safe. This means it doesn't matter if all new players have it turned off - it can be turned on and forgotten about.
The wall helps prevent scammers taking advantage of these situations.

Plenty of risky areas have warnings because unprepared players would die. We also have warnings for things with damage mechanics like dark areas without a light, the desert and the smoke dungeon. People used to camp the wilderness border hoping for people to accidentally cross into it not realizing they were in PVP. That and setting up a proper warning for the wilderness is why the ditch/wall was put in place. It can still be fairly dangerous out of PVP in ways other non PVP areas have warnings for so it still warrants a defined border n warning even if PVP is disabled.
