I'd do a thorough security scan as it's possible your PC has installed malicious software after clicking phishing links, or you gave your credentials to someone pretending to be a Jagex Staff.
Once your device is secure, change your passwords of Runescape, Email and anything else related. If you don't have a registered email, an authenticator and a bank pin, consider adding it
at your earliest convenience
! Note that your email should have a two-step authentication, and preferably hosted by Google as it's very secure and flexible.
A bank pin can be requested to be removed by the hacker after 3-7 days. Therefore a bank pin is
not
a sufficient measure to protect your wealth. Consider adding an authenticator and a secure email address, as the email will also be used for managing password resets and authenticator. A mobile device is also not necessary for adding authenticator.

Just wanted to say that Mod Stevew is awesome. He's around the Community Led Account Help sub-forum helping whenever and wherever he can. Just recently, he double checked an account that was banned incorrectly and the ban was then removed after his recommendation. This is just incredible!

The email you mentioned is a phishing email - we have seen it reported on Discord today.
If it had a 'cancel' button, then it's a phishing scam.
Clicking it will potentially result in your account be hijacked, so if you did that, it will be a good idea to secure email, device and account using the tips here:

Its possible your registered email wasn't changed, it's all fake, but it will be a good idea to improve your security nonetheless.
