I dunno if your post is authentic, but you can legally purchase bonds from Jagex for real money. These bonds sell individually for about 25m gp in the ge.
A phat costs about 30b gp. So, even if you got 30m for each bond, you'd need 1k bonds.
There's no way you'd want to buy 1k bonds with real money. So, the price is too much.
Some people try to illegally buy phats more directly, but the cost would still be too high, and there'd be a good chance your daughter would be banned. So, bonds are the only way.
You could buy fewer bonds for her to buy something else, though. Also, you can buy real life inexpensive felt phats from the Jagex shop, that you can wear in real life. I cannot for the life of me manage to catch Covid. Perhaps it's because I didn't get vaxxed? The travails of those lacking immunity.

If buying a yellow phat for 30b, the trade would look like:
1200m spirit shards for yellow phat.
Party hats cost so much now that they're way over max gp. So, we use an alternative item as a sort of currency.
So, even if you were willing to buy 1k bonds, you'd need to learn how to buy shards at the pet store in Yanille, or the shop in Taverly. You'd then need to stand in W2 GE to find someone willing to sell.
There aren't a lot of phats in game; so, if you're buying or selling, you often have to wait to make a trade.
