To answer your question: Yes, they're discontinued items.

RSWiki: "Discontinued items are items that can no longer be obtained in-game."

1. Have they ever been re-released?
- No

2. Are they a token?
- No

3. Did it come form a Holiday event?
- Yes

4. Can you still obtain the item?
- No

They fit all the criteria as any other discontinued item. You haven't been able to get them for over 5 years.

You can point to other items that have been re-released like at the Beach Party but thats basically the same thing as saying that the Rubber Turkey has been re-released so Partyhats are no longer discontinued.

It's another question if you want to treat them as "rares" because of their low GE price but they're discontinued by all quantifiable metrics until Jagex decides otherwise.

I don't think players are a valid source for what's discontinued or not. Only Jagex can confirm that. The bsh and Christmas scythe were clearly stated that there would only be a limited amount.
Tokens have never been stated to be limited and often get released during repeat promotions or the oddments store. It's purely manipulation attempts that players say they are discontinued.

Balloon is not a token so it might be discontinued i remember them being called: limited edition like xmas scythe/bsh, but we do know what happened with turkies. :) I need my blue charms back.

Partyhats

Hween masks

both santa hats

easter egg pumpkin disk half wine

Christmas tree hat

Cloak of seasons crown of seasons gloves of seasons boots of seasons chest of seasons bottoms of seasons

fish mask

Holly wreath/xmas scythe unless another turkie attempt is pulled off

Balloons might be discontinued as they are not a token and were advertized as limited edition like the other items. I need my blue charms back.
