Yes it falls under Bug Abuse.

Especially the people who did the bug abuse in the first place.

Many people over the years exploited bugs for their own personal gaines ended up banned for life or suspended for several weeks.

From the rules.

Exploiting a Bug

Players must not take advantage of any bugs they may find in our games. If you discover a bug, please report it to Jagex.

If you have ‘stumbled’ across a bug do not continue to exploit it. We will not ban anyone who discovers a bug in our game, lets us know about it and then does not use the bug again.

We do ban players who continually exploit a bug, particularly if the bug provides unfair gain or advantage over other players.

If you discover a bug, please don’t share details of it with other players. For example, by sharing the information in game or making a video (or similar) that explains how to exploit the bug.

Encouraging other players to abuse a bug or sharing information about it is treated in the same way as continually abusing the bug yourself and can lead to a ban.

It is against the rules to do the following with bad intent: ‘Testing’ unusual practices and sequences of actions to make the game respond in an unintended way.

It is generally OK to play and use items where a bug is minor and does not give you any advantage. We will not take action against you if you play with a graphical bug that causes your cape to not display properly, for example.

What I want to happen is either for Jagex to wipe my account of smuggled items so I can move on or acknowledge their existence and let me collect in peace, instead of ignoring the issue and having people worried about being banned for buying an item Collecting

I disagree with you saying you have posted pictures on the Forums. It's part of the Forums that do not allow bug abuse items to be traded and has been for years. Hence why threads get locked with advice left.

What happens outside of the Forums means nothing to Me as I and other F-Mods have no powers. You take the risks there.

this thread is a whole facepalm because you're confusing yourself with 2 different types of items LUL.
Don't trust any pc's listed, any advice or talks between posts on ID forums anymore , the Manips are let loose, especially the main one with 15+ accounts posting acting as different people.. do your own research

first im curious what smuggled items mean in your case.

when i think of smuggled items i think of rwt which gets you permabanned.

the items in your screenshot seem fine since its just collectables.

but if they are obtained through bug abusing then the person who bug abused will get banned and the items might get deleted, this is not guaranteed.

asking to get banned raises the question if the account in question got hijacked by someone else, but if thats not the case its just weird and silly to try to get banned for no reason.
trusting certain pc lists or prices of items or websites that dont belong to jagex will get you into trouble notice: external websites and trades are your responsibility, dont get fooled!.

What two different types of items? Im only talking about 1 type of item: smuggled items. Specifically, items from New varrock that have been smuggled into the main game. A forum mod is accusing me of encouraging rule breaking by saying you can't get banned for buying smuggled items. I have yet to find any proof of some1 getting banned for buying an item smuggled from new varrock. Respectfully, maybe it is you who doesnt know what's what.

I will happily be a martyr for my fellow runescape collectors if it means i save many from being banned for buying an item in ignorance. Many upstanding members of the runescape community have bought and sold these smuggled items so id like to clear the air for everyone's sake. If a jagex mod could weigh in i will happily reform my stance but as of now i have seen no proof that buying a smuggled item for collection purposes can get you banned.
