theres a different of bug abusing, and using a bug.

like keeping untrimmed skill capes in osrs and back in the day, technically thats a bug, but its allowed.
then theres smuggling items for a huge gain.

But you also said if if someone has a dungeoneering key in their bank--who cares? should buyers of smuggled items be penalized for not knowing how to do the bug themselves?
Collecting

it does look like innocent stuff that can be collected.

imagine the following example:

there is a long sword on runescape V0.2 that has an ult that can 1 shot anything that has 20% hp remaining,

in runescape V0.8 they found that the weapon is overpowered so they delete the entire item in V0.8

now its runescape V3.2 and player X says: hey guys look ive that sword that can 1 shot players still in my bank from back in the day.

^ having the sword wont get you banned because its a mistake on jatex part of not deleting it in V0.8 BUT, using the sword to 1 shot bosses etc will get you banned because thats abusing the ability that shouldnt exist anymore in the version of runescape.

in case of your items, owning them is no issue what ever but using the items to abuse the integrity of the game and its mechanics will get you banned, for example your red water on it self is no problem. but if you paint the water of the varrock sewers red then your going to have trouble with the varrock king :p .

so collecting isnt a problem but using your collected items to damage the integrity and/or mechanics/systems will result in a ban.

if i missed anything hit me up.
trusting certain pc lists or prices of items or websites that dont belong to jagex will get you into trouble notice: external websites and trades are your responsibility, dont get fooled!.

Amusingly enough, that exact scenario happened in WoW, where a guy got given a GM sword that can 1 shot anything in the game.

Was either him or someone he sold it to used it to farm a shit ton of gold, and wound up getting banned.
