This is just not true. DXP weekends (or weeks) are 4 times a year. They are pre-scheduled.
I personaly need still a lot of requirements for my MQC and Comp Cape, despite playing for 16 years and more then 5000 hours into the game. Besides that I need still all of the 120 capes. So I still have a lot to do, and DXP weekends are a nice little boost to the 120's.

Out of new idea for new content? I wish more old MMORPGs have the refreshing idea of new content like all the player owned content and Archaeology kind of skill that brings stories and immersion into traditionally boring skilling.
I am glad RS3 doesn't just nerf their content to force players to go slower in their in game progression and potentially stay longer in the game grinding grinding and grinding but only see the carrot on the stick getting further and further away.
Some players decide to actually play the game during double xp weekend. I am wasting mine i no longer want to use double xp for my self. Double xp weekends happen so often because the teams are awful at delivering content so they use it as a constant filler every 3 months.

They are delivering a lot of content right now, and in the midst of it, they are doing a DXP weekend anyway.
They even just released the beginning of the Elder God Wars in the middle of it.
Has it ever occurred to you that maybe the DXP weekends are just a courtesy to the players, and happen on a schedule, whether there is new content or no?

Nobody tells you not to "play the game" during double xp
weekend
Live! In case if you still don't realize, we only have 48 hours of DXP time and the DXP Live event runs for 240 hours. You can always have 192 hours of normal game play time to enjoy the new content RS3 is delivering like Elder Godwar: Azszanadra's Quest.
Elder Godwar is going to be an epic persistent expansion type of content, not the go-catch-a-few-petty-NPCs-and-be-done-with kind of monkeying around petty content.

They chose for the mode to be that way so.

It's almost like you ignored the part where i said mains. Combined with the amount of maxed mains, yeah im pretty confident in saying majority. It's almost like you knew what you were doing and trying to twist it to fit a narrative.
Well, he responded to that, there are lvls past 99, so he essentially said that people with max capes aren't done training, and thus can use DXP. So while you may not have made your other post with that in consideration, you could have considered it when he said that.
So he was making a joke about something as if you knew something then as you should know it now.
All skills are able to get to level 120 even if the majority of them are virtual. DXP events help because you need a large amount of xp between 99 and 120.
The other reason is even maxed players who don't care about getting more xp always have a lot of other things to do. They can also help their friends to level too.
Eventscape catches the attention of all kinds of players, even maxed ones. I am maxed, but I still used up my protean items. In the mean time, I was also enticed to do other stuff like the epic new Azzanadra's Quest. And even better, after that why not also do the daily Reaper? Hey! I rolled and completed a hard mode Bandos challenge and unexpected obtained the pet and completed the long missed and ignored Five-Star-General title.
This is how a little something that turns out to entice players, both new and old ones to come back to the game, so Jagex has more chance to get them to subscribe. It is good marketing strategy.
I love double xp, i am not maxed i have one lvl 99. my account is over 10 years old. i cannot play as much as i used to be able to therfore i love dxp it lets me level a couple skills quicker and keeps me interested/motivated
