Nobody from Jagex said Mahjarrat have no soul. Nobody from Jagex said Mahjarrat can't be bought back from dead. Nobody from Jagex said only necromancy can bring back dead NPCs (hint hint... Bob and Kal'ger). You've been told this "is" multiple threads and provided with wiki links on the matter before.

You also absolutely failed to show Moia not being chosen as Moia is half-human and she is not dead and doesn't need to be bring back to life regardless she has souls or not, or with Necromancy or not.

It is stated all alone Moia is half human, and she is never dead.

We are going to see a lot more of Moia, after she was changed by Xau-Tak, and subsequently obtained the powers to destroy all Zamorakian Mahjarrat.

Moia could be the next boss after the 3rd Necromancy Boss, but the 3rd Necromancy Boss is more fittingly Zemouregal, the skeletal version of him after Moia removed all his flesh.

Yes, Moia is half-human - so regular Mahjarrat rules may not apply to her. We know she has a long lifespan (though not as long as a mahjarrat). She does age and was getting old shortly before the last mahjarrat ritual, but she rejuvenated herself by using portals in Daemonheim when looking for Bilrach. She was physically late middle aged and hundreds of years old when she entered, and by the time she reached Bill she was physically restored back to being like age 20.

She -could- be the boss but I am doubtful considering her story as a primary antagonist just started, and I feel like Jagex will keep her around as a main enemy for quite some time. If she remains a rival and we eventually fight her it will likely be years from now in either grandmaster quest or elite dungeon. The boss coming out soon I'm guessing will either be that dragon from Oldschool or Zemouregal. I personally think the dragon would be cooler and better to have as the boss, but I also can't stand Zemouregal and would be happy to see him gone finally lmao. Jagex may also be getting rid of him as just a means to bring the remaining slack from the mahjarrat and god questlines to a close considering he's the last living mahjarrat (excluding Azzanadra) who was a major player in those series. The rest are irrelevant enough to be excluded. Maybe not Trindine but she's more of an age of chaos character.

Moia's story as the Antagonist didn't just start, when it has been actually Xau-Tak controlling her since almost 5 years ago in Halloween 2018, the same Xau-Tak who has been controlling a lot of NPCs at least the past 10 years.

I don't think Moia will come as a boss next, but she will be the bigger bosses behind the smaller potatoes.

Vorkath will be the next boss, but it is not a Necromancy only boss as any combat styles can be used against him.

The new dungeon comes in Story, Normal and Hard modes, so it is an ED format dungeon, and we probably have multiple bosses.

So Necromancy is not required to kill Vorkath, but who is actually the 3rd Necromancy Boss?

Note that we have a Level 60 Necromancy requirement for the new dungeon, so seemingly we need at least 60 Necromancy to kill some mobs in the new content. There is also the possibility we need at least 60 Necromancy to fight a Necromancy only boss type mob.
