Let me rephrase what I said before:

There's no reason for it to give any stat boosts over and above the stats of the current veteran capes.

You're right, I've not looked at the stats of these items, but from memory they were token gesture stats anyway. As far as I have seen in game, most people wear fire capes / max capes / 99 capes, amongst many others, rather than a veteran cape in combat. It's also been almost two decades since I last played in F2P, so your point about it being BIS will have to be confirmed or debunked by someone other than me.

As far as cape stats in F2P go, the Starfire Cape is the best (Armor: 11 and a +7 bonus to Strength/Ranged/Magic).

The 5/10/15 Year Veteran Capes provide an armor value of 4/6/7 respectively. All three capes bestow a +3 bonus to Strength/Ranged/Magic.

Starfury Capes cannot be crafted by free players. I believe members can freely equip, unequip, and re-equip Starfury Capes on free worlds. However, as of 18 March 2020, players cannot reclaim the higher-tier version of the Starfury Cape in F2P.

In F2P, if you don't have access to a Starfire Cape, and your account doesn't qualify for a Veteran Cape, the next best cape is a Team Cape. Aslon Dak: Still 'Scaping after 19 years!
