Won't happen any time soon. Jagex wants to do a Mining/Smithing rework style overhaul with Ranged and Magic gear, and I highly doubt 120 combat skills are going to happen before that (well, aside from maybe Summoning), if at all.
I can't see it happening any earlier than 2025 at this rate, probably later. So, don't worry about it for now.
Would need to fill out gear and weapons for t93-99 first. Going at our current rate, it would take quite a while.

Then what does raising the skill level cap accomplish if you're not going to add more content? OSRS is different, there's no need to justify the skill level cap of 99, its the standard for all skills.

Hopefully not, you can guarantee Jagex won't balance 120 combat in dangerous Wilderness PVP in RS3. The ppl who've already got 120 in every combat skill will legit oneshot any players without with a single basic ability unlocked at 120 attack with the t120 Elder God Gizmo perked Augmented Jas Godsword.
For the sake of discussion, that's likely what would happen.
- base skills for Range, Magic, Attack, Strength, Defense, and Constitution (for certain) raised to 120
- additions to Mining and Smithing to fill out that game to making the next tier armors for melee
- revamp/rework (to some extent) of Crafting for Range and Magic Armor to go up to 120
- rework of Fletching and Woodcutting (And some Firemaking) to add bows/ammo to support 120 in the same vein as the rework to Mining and Smithing
- additional/new ways to harvest or get Range and Magic Armor (mage armor may see a page taken from Dungeoneering with Farming needed to get the cloths)
- Something to Runecrafting for 120
- Addition of new Spells for Magic
- Addition of new combat abilities for all combat styles for 99-120 (not necessarily all at launch)
- Forced introduction of new combat and Slayer mobs to justify the combat increase (some of which just may end up being existing mobs with color palette changes and buffed stats ... hardly be the first time we saw that ... ) just to give players something new to start off with on launch
- New "harder modes" of some the existing end game bosses
So as you might see, that would be A LOT of work. Basically see multiple dev teams burning well over a year to incorporate elements of all of this ... which in turn would mean we see little else coming out for quite some time.
