No matter what you think the Avatar Refresh announcement certainly didn't cause RS3 to lose like 10% of concurrent players like some games with ugly graphics and doesn't want to make change in the same period.
I'm fairly sure that Runescape didn't lose any players with the announcement because the update hasn't been forced on us yet.
I would imagine the people who would leave the game would leave AFTER the update went through.
and you mean Feb 11 not December?
The 10% increase in players was most likely related to the 20th anniversary grand party, double exp live event,
or Raksha the new boss that came out in December.
Why did OSRS lose players during the same period then? Did they announce Avatar Refresh or are they keeping the old school classic avatar?

Personally, I believe that a players character should start out thin/petite and as they level up in say combat, they should start getting more and more buff.

If you want people to relate to their character it's not as simple as just upgrading it to be more "attractive"
Have they said it's about making the character more relatable? I might have missed that, if that was stated as their main goal.
Personally (as you might be able to guess from my forums avatar) I really don't care about 'relating' to my character. I'm more than happy for my character to look and feel completely different than I do.
Additionally I don't think it's necessarily the case that we can only relate to video game characters that look just like us.
Nonetheless I do think it's a good thing if they are able to offer greater variety and choice. I just have different reasons for why I think that's a good thing. It's not so much important to me that I can 'make my character look like me', but I enjoy customization and personalization quite a lot.
As to the one reply about 'but what about the outfits', I am pretty sure that the outfits are designed in much the same way the characters are, using small polygons that stitch together across the vertices with textures applied to each polygon based on the outfit.
As such the outfits should realistically be able to stretch to fit differently proportioned body types so long as they use the same vertices. You can easily see this take place when you switch walk animations.
There would potentially be some outfits with stretching issues, but those could be resolved individually as needed, or people could just not use those if they don't fit on their character. (all body types can't wear all clothes irl, either)
So long as we're able to adjust our character's body type post-creation, then this should present no problem at all imho.

I don't think this makes sense in a game like Runescape where you have a lifelong account. That would mean if you really liked the way a character looked thin and lanky you could never level up certain skills or ruin the aesthetic.
It's relatively arbitrary in the grand scheme of things but I'm not against Jagex adding more customization options. We don't need BDO- or TES-levels of customization but being able to at least change our musculature and face details would be a nice step up. RuneScape is a sandbox game and having that level of customization has pretty much become a "must" in games of this nature.
