Not yet, though it's been seemingly confirmed to be starting sometime in July, according to the monthly BTS newsletter that got sent out a day or two ago (July will also include the first "front" of the Elder God Wars Dungeon and the third part of the Once Upon a Time miniquest):

Jagex just announced that the Beach opens next Monday, and will close on August 8th. Sounds more or less like exactly what we were expecting; some new cosmetics, most of the same skilling activities as last year, old cosmetics being available for Oddments... as the old saying goes, if it ain't broke, don't fix it, and for the most part Jagex seems to be taking that adage to heart.

There's a couple bits of bad news, though: It's also been confirmed that the Beach Ball rolling activity has been cut from this year's event. I've got mixed feelings on that one; it was pretty lame, but it always sucks to see optional content go (especially since it doesn't sound like anything's replacing it, unless Jagex is wanting to surprise us). Also, it sounds like they're cutting down the number of Happy Hours from 5 to 3 (taking place at 01:00, 09:00, and 14:00 game time), which is disappointing.

Still, the Beach is the Beach. Four weeks of sun, surf, sand, and skilling.

The same point as buying minigame shop rewards like raw lobsters and bowstrings with Temple Trekking tokens and Infinity Robes with Mage Training Arena points instead of buying them from GE.
