Mod Jack's comment on a "quest CALLED city of Senntislen" seems to be consistent with what OP of this thread heard too:

To say Jagex cancelled or is reluctant to make quests like "city of Senntislen" seems totally out of context, I do agree it is being renamed though.

This all seems a bit ironic to me as I have just (a few days ago) suggested an idea for a Quest linked to Archaeology (185-186-99-66162660) after many years of not using the Forums. Guess this will not be something Runescape will be looking for in content suggestion.

I don't know about high level Archaeology quest but the next quest is said to be related to Archaeoglogy in the Spring Update Jmod livestream.

Traditionally when a new skill came out, they didn't exactly have "high levels" for the skill requirement that used the quest.

The first Summoning Quests were Wolf Whistle, Spirit of Summer and Summer's End
The first Construction quests were Eye of Gloughrie and Darkness of Hallowvale (5),
The first Dungeoneering Quest was a Clockwork Syringe (50) well over a year after release
The first quest to use Divination was One of a Kind (40) but that was about 9 months after release
Currently no quest has an Invention requirement to start (it can be useful for a few quests, but a requirement) and only Back to the Freezer has a req't to claim a reward with an Invention Level. Unless you count the Invention Tutorial ....
Similarly with Archaeology. All we have are the Mysteries and the Tutorial.

Perfectly fine with that to be quite honest, skill training was always a means to an end for me (the end being the ability to do quests).

By the way, anyone here play old school runescape? How would you judge the quality of their new exclusive quests, and how would you compare them to the quality of RS3 quests?

Quests that involve combat are often an exception to the rule where having a higher level could be more useful than the stats listed to start/do the quest.
Skilled players have beaten bosses while only have 1 Defence or 10 HP or just low combat stats in general (I'm not suggesting they used a Deathtouch Dart, but some have).

But having higher stats does sometimes make quest boss fights a little easier.

Noticeably OSRS is also following RS3's footsteps in reusing existing game features and assets in the new quest. The puzzles are clearly Temple Trekking and Vinesweeper. I can see that trend continuing in the future OSRS quests too as it will save developers a lot of time, so do expect shorter quests with recycled features/assets there.

On the lore side, I expected some deviations from Branches of Darkmeyer the same way as they did Priffdinas and Monkey Madness but it didn't really happen in Sins of the Father. I like adventures in different altered realities so this quest doesn't really impress me much. Sins of the Father is pretty much just a shortened version of Branches of Darkmeyer without much of the lore on the social and political structures of the Draken regime.

The rewards are really lagging. They can at least have more Blisterwood Weapons and more usages of the Blisterwood logs as well as the Draken Medallion.

I would like to say isn’t it about time we had a combat OR player unique puzzle to finish a quest, some players, like me to a degree , have varying amounts of multitasking (combat style swapping) or reaction times for various reasons.

I for one would welcome such a quest outcome, maybe it could be weighted more reward wise for those who choose combat, just a thought
I know what I want to do, but can rarely achieve it
