What OSRS does and fail doesn't bother RS3 at all as the two games have very different objectives. RS3 aims for another 20 years and OSRS's ship is just drifting aimlessly day to day.
We know RS3 is aiming for remastering from all sources like Mod Pips's interview with MCV/Develop magazine, the Runescape the first 20 years book, various RS3 Jmods interviews with other magazines like Forbes etc.
They are taking what we have in RS3 and remastering them. When RS3 released POP, Mod Mark even sang in a musical that "Sailing would not easy". Sailing is a minigame and manifested as a minigame in RS3 because they learned from the poor reception Dungeoneering the minigame pretended to be a skill.
Sailing as a major content in an MMORPG is poor concept to begin with. Realistically we don't see many MMORPGs emphasizing sailing. Among the few based on sailing, 90% of them have already gone out of business. The remaining couple like Black Desert only deploy sailing as a timegated D&D very similar to what RS3 is doing with POP and daily/weekly challenge. There is really nothing more RS3 can gain from sailing the 2D seas when they are going 3D like Skyrim and remastering older but familiar maps.
