lorewise, it's a piece of eight cut into bits found randomly through skilling and combat. Pieces of eight are a currency only really used by pirates which frank is so frank is exchanging the pieces of cut up pieces of eight for rolls on his chest. Frank probably wants to get more value from the bits of eight when he trades with honest jimmy.

Piece of Eight is sort of a nickname for an old Spanish coin with piracy references. It is like Greenback which some people, especially in the financial market, calls the US Dollar.

A bit of Eight is just a ripoff from a Piece of Eight.

Historically, pieces of eight were Spanish silver coins - the so-called Spanish dollar, worth eight Spanish reales, and much beloved of the pirates who found them in their loot.
