I got level 80 earlier today and managed to get the spirithammer done. I first did Zilyana and got the hammer powered by Saradomin. I then went to Kree'arra. I failed to get the hammer powered at the first try then I realised why. For the Zilyana fight "use" was the first option on the hammer. After being powered the first option is "inspect". I then managed to get it powered by right clicking the hammer when the generals were almost dead and standing by the altar.
