No idea how Zyphix have seen the new quest. If he had seen it then perhaps it was actually a Recent Game Update, and OP was wrong then.
Anyway, we can't tell what the other RSOF users saw, but one thing we don't need a Jane Marple to tell us is a murder is announced:
