Homer Simpson might well be smarter than The First Noobromancer.
The reason the former World Guardians will be learning the secrets of Necromancy - from TFN - is to ultimately turn that power against him, in order to thwart his plans.
If TFN doesn't realize that the ex-World Guardians are going to betray him by learning all they can about Necromancy, then use that knowledge against him, he might be dumber than a goblin.
If TFN does realize that the ex-World Guardians are going to betray him, yet he still goes ahead and trains the players in Necromancy, he might be dumber than a goblin with a head injury.
So either way, this guy doesn't seem to be all that bright - unless he really believes he can convert the players into becoming true believers in his vision for the future of Gielinor. One way he might try to gain our trust could be to do his best to cause us to lose faith in our gods, such as Guthix. If we lose our faith in our gods, TFN may offer to fill that void, if we will truly serve him.
A villain with a fatal flaw can make a good story better. One who's just an idiot, not so much.
