Think who participate in this Secret Santa event? I'll say either players who didn't get it last year, new players who are just happy to take part in fun, bite size events like this one, or players just trying to have fun with RNGesus, or the ones who want to get the Top Secret Santa title.
For the ones who want to get the Top Secret Santa title, they have to donate 200 mil worth of gp or items in one go. So, everyone who have fun with Not-so-secret Santa always have a chance to win at least 200 mil worth of gift the new Top Secret Santa this year donate.
For fun and RNG players, I'll bet most players will just find some low value items worth just a little over the 10k gp worth requirement in their bank to donate.
For new players, they probably don't have anything valuable they want to donate anyway, so it is 10k donation for them.
Pretty obviously, we either get over 200 mil gp worth of gift from the drawing, or 10k-ish. There was some rare exceptions too as I read from Reddit somebody won max cash from this event. Perhaps someone just made a mistake donating max cash or they just wanted to be charitable.
You only need to give once a day and can claim every two hours.
It's pretty much impossible for the supply to keep up with the demand unless A) every single persons only claims one gift, or B) enough people donate enough high-value stuff in stacks that can get distributed.

Of note, plenty of RS3 players don't bother to bank and sell items of "low" values to them. For example, many players often drop necro salvages they got from Wildy Flash Events. It is also quite possible to get a million or so gp worth of "junk" like necro salvages and such from players who donate such "junk" instead of dropping them to the ground.
the Not So Secret Santa takes in donations from players, distributes them as gifts back out, and gives out the basic junk stuff from presents if there are no donations in the queue. Jagex probably does some sort of randomization and breakdown so that some big donations are given in multiple smaller gifts, and they aren't given back out again immediately, but that's my understanding of it...
I personally donate 1700 water runes each day - costs me <29k from the rune shops, and gives me a free lamp for my donation (because it's valued at over 100k)

Yes, free lamps are always nice. Progression in the form of xp and other measures as well as for fun goodies like cosmetics and items are far more valuable than gp IMO, especially when we only need to donate an almost nothing 10k gp a day.
Update on my highest gp value reward from this festive GIft Exchange Event so far - 3.33 mil gp, strictly gp gift, not item.
Not bad for 10k donation of an Elder Log yesterday.
Interestingly 3.33 mil gp doesn't seem to be a portion of 200 mil gp or 10k gp or other requirements for participating in this event, so I guess genuinely somebody just think it is cool to donate something more valuable for new players or poor old existing ones.
Well, my lucky day I guess. My new highest value gift received from Not-So-Secret-Santa on my 2nd claim of today was 2 Fairly Light Fishing Tokens, worth over 65 mil gp currently on GE.
