question regarding fort bonus

does the bonus for burying bones at the alter not stack with other bonus xp items for instance
today i buried a big bones with double xp i received 43xp
burying big bones with double xp on the tier 2 alter at 300% bonus xp receives 47 xp
burying big bones with 300% bonus plus double xp plus burial of powder 250% bonus i receive 47xp

is there something in the fort that stops the burial powder not work within the fort or does it just not work aswell as other bonuses
