where cn ifind rune labs ?, I have some idea's that I'm sure would be make the game better but don't know where to go I was told this is one of the places to go to have my voice heard by jaggex but somehow I doubt jaggex loosk through here.

Runelabs closed a good while ago now. In my opinion, it was a pretty rubbish way of getting your idea heard and subsequently developed.

If you have ideas, you're best to post them in the 'Game Content Suggestions' forum, or 'Existing Game Content' if you have ideas to improve what's already in game.
