Additionally, it is not clear from your post if this is happening in RS3 or OSRS, but there is a sticky for OSRS players to report their lag experiences so that Jagex can gather more data regarding cause:

you'all may have noticed I swapped my beach towel for a 20th year anniversary hat!
oddly enough, it too is white on the forums!
(in game it's idunno olive green and black or some dark colors like that)
