Practically no. We also have MQC (Master Quest Cape) with the stats of other endgame Achievement Capes, let alone Max Cape. Essentially we can get MQC before 99 Necromancy. Perks share between such MQC, Trimmed Capes etc too. And if you care about Max Cape cosmetic, you can keepsake it mand apply it on your Cape slot. So essentially, you will still have all kinds of benefits and looks and feel of a Maxed Cape before you hit 99 Necromancy.

MQC is very cool and we don't need many level 99 skills (if any at all) to get one.

No you can't.
You can add them when you meet the requirements, but once you no longer do, the cosmetic version becomes unavailable until the requirements are met again. (Which makes perfect sense to be honest.)

This is the message you get when keepsaking the quest cape, master quest cape, max cape or completionist cape:
"The requirements to wear this item may change with future updates to the game. If it is stored in the Keepsake Box and you fail to meet the requirements to equip it, you are no longer able to activate the override until you meet the requirements once again. It remains in the Keepsake Box regardless of your ability to equip it, until you choose to remove it."

OK. But we can still wear the MQC, which is another Achievement Cape with the same stats as perk transfer as the other Achievement Capes even higher than Max Cape.
