Every 'account-issue' is an unique issue as there aren't 2 the same circumstances that can be detected as 2 identical cases.
There's a lot of ifs/whats/buts involved knitting stories together as 1, hoping Jagex/JMods will fall for it making it wave-away giving said player a free card to continue what they have been doing all the time.

If a player is soo extremely close that there isn't an inch left, that makes a difference between RWT or not, that player has purposely been pushing/stretching the boundaries of the '
Rules of RuneScape
' and '
Terms & Conditions
' which they shouldn't been doing at all.
I see your point but RWT is pretty black and white. Either you sold gold or you didn't. My opinion is that if Jagex are in doubt, they should utilise temporary bans instead of non-appealable permanent bans.

Temporary bans does mean after awhile of being absent you can continue what you have been doing with the same account.

Throwing a permanent ban and disable ones account is a more effective tool to leave a clear message at your doorstep, still proven by your attempts to turn it over.

A RWT-er brings damage to Jagex & The RuneScape Community, Jagex takes away said culprit and closes the wound caused by breaking the rules.

This isn't a debate about whether RWT is bad.

So you think that if Jagex have a hunch but no hard evidence that an account was involved in RWT, they should just permanent ban it with no chance of appeal, or no ability for the player to submit evidence against the ban?

If that's the case, then Jagex should just ban all players in the game and remove the chance of RWT entirely, since there would be noone to buy gold and noone to sell it lol

You asked the question ... '
Would Jagex Ever Do It?
' and the answer is already known but this is where you make your own turn.

Jagex/JMods say they have '
hard evidence of RWT
' thus throwing a permanent ban at you ... where you have no counter response/evidence that proves the opposite
thus are you attempting to flip-over the system and giving you ... so every now and then ... you a pet on the back after some time off, saying ... go on you made a small mistake naugthy boy ... go on be a nice guy we forgive you
.

These times have been here but long gone as it didn't help at all ... it only made it seriously worse.

'
So NOPE ... not going to happen.
