The June 29h announcements says only that Insights will come each week, and NOT that they are guaranteed to come on Thursdays.

Released, and on the front page news of the official Runescape.com.

They probably were waiting to also include information of even more unannounced Necromancy and non-Necromancy updates!

The RS3 team has given us a head up on a new major update next month which is not Necromancy related, as well as a new Necromancy quest in Octorber and a new Necromancy boss in November in addition to Rasial and Hermond.
