I remember OSRS put up the private server idea on a game mode survey a while ago. They returned and talked about their initial comments on these game modes, but have never talked about them again.
Once upon a time, like 15 years ago, Jagex had toyed with the idea of renting out private servers. They didn't intend to operate them, probably to reduce legal risks, but asked the players if they were interested to pay a rental fee. That initiative ended with not sufficient demand, with Jagex seeking an alternative way to operate - the Gowers sold the company to equity funds eventually,
I see private servers will only materialize when OSRS is in extreme desperation, and they won't come free of charge, and don't expect to get them for buying the regular membership.
As for RS3, it won't happen as Jagex already has great plans in ultilizing the game's proven technologies and 20 years of IP, for the next 20 more years. In the land of Jagex where RS3 shines. One Game to rule them all, One Game to find more. RS3 is the One Game.
Anyway, private servers won't get more players to play either game. They will just be diluting remaining players from Jagex's own OSRS servers. It is just robbing Jagex themselves to pay the OSRS private servers and you better believe this is an extremely desperate measure when Jagex is trying to salvage something from OSRS instead of just shutting it down.
