I was surprised when you implied that World 2 was currently "allied" with anyone.. The world is so laggy and slow to log into, I can't imagine any clan wanting to claim it as a "home" world.
A bunch of us old friends have started playing tie games there, and once in a while a gang will crash the games which adds to the merriment, but that could hardly be considered part of a global "war."
We play ties there because it is unlikely that any serious SW clan will want to put up with the slowness of the merch world, so we dawdle along at a tie-game pace, and enjoy each others company.
As far as being part of a grand "alliance," I don't know how we would be able to manage that in World 2.
