Well, you see, the Empire of Morytania didn't exactly know what it was at that time. I believe they adopted the term PoC a few months after the rebellion that later resulted in the Empire of Rellekka (The Fremennik Empire).
As for everyone else...
The Knights of Realm, the Republic of Gielinor, and the Fremennik Empire did not exactly identify as or claim to be anything in particular. We knew that our clans were territorial-based and enjoyed roleplaying as real nations, but that was about it. This was the initial era of collaboration in which we worked on a precursor community similar to this one, but it was mainly term-less and simply described what we were rather than what we identified as. A community of isolationists and non-conformist. Funny though, we did later go on to identify as either PoCs, PoKs, or PoEs; still those terms didn't quite sit right with us.
To answer your question though - yes, I've only recently coined this term. Although, I've long been in thought and experimenting with terms ever since early 2011 and more recently 2014, as evident on the world 25 thread 2 introduction.

This world community was established on the 25th of September in the year 2014.
Our objective
: to provide and secure a place of appealing nature for the few remaining Territorial-Based Roleplaying Clans (TrCs), or Player-Owned Cities (PoCs). In doing so we hope to connect clans, educate individuals, and continue our existence.
This one was based off past collaborations with KoR, RoG and a few other clans. Combining descriptions of what we thought we were at the time.
