Regular skill capes in FSW?

Where do you get the regular color capes on FSW? Surgeon General Tafani, who sells the HP cape is only giving me the inverted ones. Wiki says "Players can still buy the regular colours, if they wish."

Perhaps you gotta wait til your character ports over to the regular RS3 worlds and it's no longer on fresh start.
