To clear out some confusion here - someone else has been playing on your account, which would have led to a temporary and a permanent macroing ban if I understand correctly.
Even if an email address looks correct, it can still be spoofed by a scammer!
If you haven't already, I recommend securing your
device and email
Jagex is not able to change players passwords.
They applied a security lock on your account to let you, the creator recover it - if you're not getting any password reset emails for the account, you will need to submit an account recovery request. You can do so by clicking
Reset your password
-> Contact Jagex support
Fill in the recovery request with as early information about your account
Jagex will send you news to the contact email you add into the form
