I wasn't doing anything special, I was fighting and all of a sudden I was acting weird and he wasn't responding anymore.
Nonresponding character sounds more like a game crash or disconnect than a toolbar breaking to me tbh. Like, I can't ever get the toolbar to work properly and it changes up all the time for me, but I generally get my character to respond in game if I just spamclick enough eventually he'll move (or the game crashes, but that's usually the minority). And if I select the toolbar I wanted again by rightclicking the number it usually stays on that one for at least a little while if the click registers.

Not sure if you've tried already, but try to disable and then re-enable action bar binding, that might reset the bug.
Otherwise (this helped me when I had a similar bug) try to reset your action bars and then set them up again, then save it as an layout preset. Then whenever a bug occurs you can reload the layout preset to ''fix'' it.
so reset them and then make it again and safe it?

I think you might be able to right-click on the number above the bar and select a different one from there, I think that's how it's supposed to work. So if you change to ranged you then select a bar that works with ranged and if you then go to melee you then select a bar that works with melee.

Yeah, reset them, redo and go to ''Edit Layout Mode'' and save it there as well. That way you can load up your action bar settings for whenever it bugs. It helped me at least!
