So, as English King sais: she is way north east on a lot of worlds and theres no way to get to her there. Does she ever move without being approached by players? If she doesn't, this is clearly a bug.

I have been to 15-20 different worlds, and she has 3 spots in north east corner she can be spotted in, but players have no way to get within 3 squares of her....

This issue have been fixed now =) They have removed a rock or two, so now we can enter that area

The easiest way I found was to search the Croesus Front(east out of the cathedral),
it's not crowded and you can see her from a distance.

If you find/don't find her keep hopping worlds until you have found her 5 times
There is no indication how many times you have spotted her.
Just keep finding her until the Achievement Complete box appears

She teleports away when you're within 3 paces of her
