Issue with Strange rocks? Thread is locked

So I have been making bows for fletching for two days now and I have not gotten a single strange rock. I did hunting as a break and got two for that skill in 15 minutes. I now have all strange rocks for turn in except fletching. Is this a known issue? I have checked my bank and collection bag about 20 times just in case.

Are you making unstrung bows, or are you stringing bows? Stringing bows will not earn strange rocks.
