Hi
If your friend's tool has 2 gizmos both with Honed 5, the duplicate gizmo will have no effect.
If the gizmo is worth around 10M or equally hard to obtain, they can create an Equipment separator to extract and retain the duplicate gizmo from the tool. If the gizmo is cheap, they can opt to using a Gizmo dissolver but this deletes one of the gizmos.

Yep, that's right!
Only 1 of each gizmo can take effect at once - that renders duplicates unusable.
